Let's make it simple stupid
Time
Upwork published itself stats that 70% jobs are shortlisting candidates within the first hour.
You need to bid during the first hour for better results.
But if you sent your cover letter in 1 minute after the job was posted, will you be higher than the person who sent his bid in 25 mins? NO
Algorithm
The list is formed by Best Match algorithm.
So first 4 candidates will be always the biggest boost ones.
Then Best Match (category+similar jobs in the past + similar skills)

Then other candidates.
=>
Then Other proposals (we call it shadow ban - no match).
What will happen if someone boosted higher than you and you are marked as boost outbid?
Answer: you will go to the standart ranging (so you even can fail to the Other proposals).
What to do with this info?
Bid during first hour on the jobs that match your category+work history+skills. Write good hooks and cover letters. Enjoy money.
